Federal navy HQ?

I am dying to know what the Federal Navy HQ is today and if I need a permit for it. If so can anyone also tell me how I can get it?

Nay worries. Now you need to smuggle a nuke in and detonate it near the shipyards for the glory of the empire!

I've had about 6 of these travel to a distant system missions and wait for a senior naval bloke to make contact and they have all been dead ends so far.

Those missions just earn you the permit for the system they "send" you to. You don't actually get anything else out of it, despite the whole "you'll receive a communiqué there" thing in the description.
