I can't seem to get past the point where I've been given the invitation to visit β Hydri (and the permit), but when I get there no missions (except the same invitation which I can't accept as I already have the permit). This happening to anyone else?

Yep, same here. Been stuck at Petty Officer for awhile now.
It works on two principles - a random number generator that determines if a mission will spawn, and a threshold based on your standing with a number of sub-groups within that faction. Could be you've just been unlucky in it not popping up, but try to raise your status to Allied with multiple sub-groups within the Federation. I did that as as soon as I hit another Allied I got the next mission spawn.

Been stuck on Warrant Officer since forever. I've maxed influence with 5 factions, have good to high influence with another 5 and positive influence with another 4. Can't believe it takes that much to rank up.

I was stuck on Chief Petty Officer for weeks but two days ago I got two Navy missions and ranked up to Warrant Officer. Just take every influence mission that your station gives. They're bound to show up.
Iam thinking to make some missions in sol. All factions there are fed sub factions. Is this a good choice? In other systems there are just 2 and in sol i have more missions because i can take missions from all factions. Or is that a stupid idea because something in this intransparent system pretends that?
