My rank in the federation is None:100% its been like this for a few weeks now and no matter what i do it wont increase

Once you find a rank up mission (something like "Federal Navy supply run" is typical) you may find that you've made more progress than you know. After you hit 100%, you continue to accumulate points towards the next rank, even though you can't see it. Good luck.
