Federal Security Service ships in Anarchy Space?

I arrived in LHS 3899 last night, an anarchy system with six resource extraction points - perfect for bounty hunting. Or so I thought.

For whatever reason, this system has a LOT of security ships from both Empire and Federation civilizations, and the moment I attack anyone (just about all vessels I scan for warrants out here are not wanted in LHS 3899) my radar is filled with red, all security ships. I can pop 3-4 ships with bounties before security ship numbers become too much for my cobra to evade, forcing me to flee and jump to another resource point.

The thing is, this is the first time I've seen security ships like this in anarchy space... am I missing something about LHS 3899 that would be the source of these ships, are the servers generating the wrong kinds of ships, or is it something else? Has anyone else seen this in other anarchy systems?

Its always like that, ive been in many rsource extraction sites in anarchy systems, and i never had them without systemvessels, but there is a difference, its seems like you can shot them without getting a bounty
 
The best type of defence is offence. Perhaps they are clearing nearby systems of pirates.

Yep, lets face it, it's only one jump out. ...and it's not like nations don't fly to the other side of the world to engage non-desirables before they turn up in your back yard.

Every Anarchy system I've been to so far has had security ships patrolling the Resource Extraction sites. Usually it's patrol ships from the government of the Anarchy system. I've only had one Anarchy system so far where the police started shooting at you just for shooting at bounties. Other than that, the police usually leave you alone unless you accidentally shoot them.

I actually prefer when the police are there. Makes it easier to find wanted ships. Especially when you get a kill, and then see some laser fire many kilometers away. When the police are engaging a wanted, you can swoop in and take the kill (after you scan, of course).

But, if you want to bounty hunt in Anarchy systems without the police, the best place is at a Nav Beacon. Plenty of bounties, no police. :)


On a final note, Some Anarchy systems do lean towards Federation or other factions. They're not all Independent. Also, you should get the absolute best Power Distributor for your Cobra. When putting all pips into Engines, you can almost constant boost away from any enemy. There should be no reason why you can't get away from someone who's shooting at you while you're in a Cobra.

Don't forget that even in anarchy systems, there is usually a fed/empire presence if you check the local factions, so it's not too much of a stretch to assume they have ships patrolling certain areas. And anyway, when you check the ships factions, they usually belong to the main faction, it's also understandable that the most powerful force would try to have some kind of police even if it's an anarchy. One could also assume they are a protection racket to local miners, but the game's lore isn't developed enough (yet) to confirm any of this.

Granted, they're a pain in the ***, but at least you don't get a bounty for shooting one. Still, they shouldn't intervene when you're attacking wanted targets.
