Horizons Federation/Empire Ranking Up? Doesn't seem to work now in 2.1.05!

Hi All,
I've not been bothered with my Fed or Empire Rank for a far while, long before 2.1 landed... But I've been meaning to get back to this. My Feb rank is Cadet at 100%. Its been 100% for a fair time and I've dropped the odd Mil or two of Cr's in Charity systems too. I'm currently in the Wyrd system [the 'Vonarburg Co-operative' station] and I'm Allied with the controlling faction there [Alliance of BD+47 2112 which is Fed aligned], which I read somewhere was necessary to get the the promotion mission. I've tried several Fed systems now but I just can't find the promotion invite mission in any of them.

Has something gone wrong with this mechanic so that its no longer working? I'd appreciate it if someone with recent experience of rank progression could advise what I might be doing wrong and whether I do in fact need to be 'Allied' with the controlling faction in order to get the promotion invite mission?

I much appreciate any guidance offered!

The way I understand it is, you do not have to be allied to any major power in order to rank up in their hierarchy for instance, I just received a FED Lieutenant rank-up mission invitation, but only became allied to the Federation recently simply by virtue of all the missions I have completed for the Federation BUT:

In order to receive a rank-up mission you must first be allied with a "local" faction which is in turn aligned with the major power you are trying to grind rank on, for instance:

I want a Federal Corvette. I grind FED aligned local factions for jobs with REP++ and INF++. As I complete their missions my REP and INF (and therefore rank %) grow with the local factions as well as with the FED. But I will not receive any FED rank-up mission offers even if my rank progress percentage is 100% until I have reached "allied" status with one or more of the local FED factions. It seems only local factions with which you are (a) allied with and (b) are aligned with the major power you are trying to grind will offer you a rank-up mission once your rank progression reached 100%.

Thanks for that Info! I am allied (max out rep actually) with the local controlling faction that is Fed aligned in Wryd but still no rank up missions??? Odd. I'm doing as you suggest but no rank up mission is appearing...

Look for anything with the word "navy" in it and check the reward for rank. Spam the boards: A mission might not show up in SOLO but then maybe does when the game is started in OPEN. You also might not recognize it for instance, all my previous rank-ups were delivery missions, this is the first where I am being asked to retrieve trade data and so almost did not see it until I noticed the word "navy" in the mission title. Mine show up almost, if not immediately. Try spamming and accepting ONLY missions for aligned factions, stacking as you go. I finished a delivery to a port where I was merely "friendly" with the local FED factions, flew back to my home port where I am "allied" with ONLY ONE of the local factions and my mission was there, waiting for me. It took me a few minutes to realize why I was not being offered the usual cargo and data delivery missions until I noticed the "navy" mission sitting there, looking all innocent.

UPDATE

After another hour or so I did finally get a Fed Navy mission to smuggle 96T of Tobacco. No mention of promotion in the mission statement. I did the mission and got the promotion though so this is working. So I guess they are a little less obvious now. But still, damned hard to get the Fed Navy missions to come up! Logged in/out a lot of times!

My last promotion, was running cargo/data delivery missions and suddenly went from bunches of missions to none. Couldn't figure it out at first. 0/0 across the Federation faction boards except for a single 1/1. All it said was "Navy Trade Data Salvage" not the type of mission I usually look for, or even at, so I missed it at first. Just sitting there, no little star or anything to let a CMDR know this was a rank-up mission. Yeah, apparently you have to be a little bit psychic.
