Newcomer / Intro Federation missions.

In the galaxy map you can filter to show federation systems.
In the system view map you can see the allegiance of individual stations within a system.
In the status page [default 4 key] when you are docked up, you can find a tab that lists the factions within a system, and shows which are aligned to federation.
You can then take any missions that are for those factions and it will increase your federal rep a bit.
Also sell stuff to federation stations, and such.

just keep doing the missions, as already stated, and you will then be offered a Fed ranking up mission or Fed Navy mission ☺
I hate the Federation, and have still managed to make chief petty officer and get a bunch of system permits without even trying. I just took missions that looked interesting while working on my faction rep with an independent system.
