So I'm trying to progress with the Federation. I've made to Warrant Officer and each time I've ranked up I've also gotten a new permit to a federal system. I then would go to that system to find the next progression mission. But Now I've gotten Warrant Officer and a permit to Ross 128. I went to Ross 128 and did a few missions there and sat there for an hour or so waiting for the progression mission to come in but all I see are the regular missions and the invitation to the system I'm already in. What gives?

After visiting Ross 128, I picked up a mission to take something to another Fed System (might have been Wise 0870...) and the next Fed Prog mission was on the bulletin board there, and not Ross 128. Hope this helps.
I have the feeling those missions appear randomly at most stations in federation ,
I just haul missions and quickly find the next progressive mission , got myself upto post commander now .
I see a few duplicates as well but you only get ranked for one of them ,just ignore a duplicate black op if you see one and it will disappear after a bit then do some more haul missions and you will soon come across your next rank upgrade mission.

I can confirm that you do NOT have to go to the next system where you get a permit. Think of the permits as a reward: You are now ranked high enough in the Federation to gain access to these systems. I went to Sol, bummed around there, then went back to my starter system, and I have federal missions popping up. Once again, it is my experience that you DO NOT have to go to the system you just got a permit for, for the next mission.
