I've been relentlessly knocking out reputation missions.....in the last 2 days, stuck at 100% rank Petty Officer. Where is my "Rank Ascension" mission? Or has this expected behavior changed?

Not seeing a ranking mission for days on end /is/ expected behaviour. You still accrue the points though, so when the mission does finally turn up, you'll have a nice wedge of progress towards the next.
Days? Wow. Just concerned that I wouldn't get credit for the grind....thanks man!

Yep, you're still collecting rank percentages. I have never been able to prove it, but it may actually be more beneficial to simple never rank up, until you're ready to max out, as the percentage gains may be bigger.
It's been over two years since I've taken a rank mission (Got my Corvette, stopped caring, Got my Cutter, Stopped Caring, Alliance has no ranks, never cared), so if I ever did take any, I could probably rank up to Minor Deity in both the Empire and Federation. But since there's nothing to unlock past the Corvette and Cutter, there's no point in bothering.

Yup, days.
When I was doing my unlocks with Feds it looked like this:
- day 1: none, recruit, cadet
- day 2: midshipman after logging in, first mission (then few hours break), petty officer, chief petty officer,
- day 3: nope
- day 4: nope
- day 5: nope
- day 6: warrant officer, ensign, Lt, Lt Cmdr, post cmdr (in 5 consecutive missions, one by one), post cpt at the end of the session
- day 7: rear admiral early in the session, decided to push to admiral. Got that at the end of a session.
Didn't take notice on Federal Navy missions in many months. Last time I checked I was Midshipman. So for a change I did the jobs since january 1, 3005 and now I'm a Post Commander. So since 2014 I build up some points it seems 
Time to go to the Imperial side as I do fancy to fly the Imperial Cutter... Would be great if one could by such ships on a black market...
