Yes, its a bug, but you can just ignore it. It will go away when you next rank up, and has NO EFFECT on hindering your progression.
Lots of threads on ranking up. Get a minor faction or 3 to Allied (or as close as you can tell), then move on to another group. If you are Friendly or Allied with the Fed Major Faction, it can be impossible to tell, you have to use your judgement on how many missions you have done and the quality of the missions they are offering.

it will show up for ages until you hit the next rank , it's a known problem so don't worry about it

Don't get me wrong i agree its bad that it's not been fixed yet , but even i'd say it should be low on the fix list when we still have players losing cargo / cash bugs etc and hopefully as someone else posted in here it will be fixed by 1.3
I hope so. I had 7 unobtainable permits sitting there for almost a month before getting a new one for Baron.
Almost certainly these are just empty code that will eventually lead into rank-specific missions, or else will be cut out altogether.
