Take notice of that little blue triangle next to the Allied graph. They are an indication of disproval from the factions your attempting to rank up with.
There are two colors, red and blue. The worst indication is a Red one that appears to be pointing down, if you only do mission for that faction to the tune of 3 to 6 successful mission, it will appear to point upwards. Continuing to do mission for only that faction will cause the red to turn blue down, then up then gone. And because your at a 100% a rank mission will soon be offered.
Continuing the process of not moon lighting (doing missions for other non fed factions for what ever reason, most generally higher paid0 will cause those triangle to appear.
Any and all progress towards your endeavor toward Admiral or King will still be added but until those colored triangle are gone, no rank mission will be offered. Rank mission are only offered if and when one's graph is at a 100% and there's no triangles.
Basically only do missions for the faction you want to rank up with. And choose the missions that offer the most REP. Should you need money doing any missions for any of the other factions will cause those triangles to appear. The only way to get rid of them is to not do missions for any other than the faction your going for.
