Federation System LHS 412, explored by Population 0

I am puttering about and I find system LHS 412, which is listed as Federation Confederacy Extraction system , but with a population of 0. No stations, no land bases (two landable planets) and all the planets labeled with no discovers listed (were never unexplored).
Is this a system claimed by, but never colonized by the Federation?

no idea, but there is also a tourism economy system around jotun with no stations, population of zero - and it just has an ammonia world! maybe the are just counting human population...

theres another one i found on the outer edge of the bubble, prison colony 3 population, no planet or space based stations or ports or anything
