Federation: unfriendly

If you haven't been playing long it might be easier just to restart you're game.
Otherwise I would just make sure you are taking jobs from factions that support the federation and make sure you buy and sell your cargo only between Federation Starports.
Also only kill pirates and bandits in a Federation system so that you collect those yummy Fed bounties.
As I said I felt it would be better for me to restart my game after my Fed-rep went to unfriendly then enemy.
This was because I first got caught smuggling for which the Feds absolutely hammer you then I got a small fine which turned me to enemy because I didn't log in for 2 days to pay it.
I tried pretty hard in my little Hauler to get my rep back but it wouldn't move.
So I felt it was better to restart and use the stuff I had learned to make a better start this time.
It turned out that I had made more cash and a better ship (slightly) in only a couple of days which had taken me a month to get beforehand.
Plus my Fed-rep was still neutral.

Not bad advice there.
another option is to bounty hunt at a res or nav beacons. If the security ships see you hunt criminals your rep goes up. Just be mindful of the targets faction. Best option is to do this in a system that has a major pirate problem where there is a pirate faction that has a high influence second to the federation.
another option is to run rares and sell them at fed stations. They love you for gouging the price on them for some reason.
donation missions that don't involve conflict of interests to other fed aligned factions such as gun running are also a good idea.
as said before though if you're early on in your career go out in a blaze of glory and then restart.
or see an imperial representative on how you too can bask in his greatness.

Thanks, guys! I'm in too deep with my Asp to restart now. Doing mindless trade to get that A5 FSD. Just seems impossible to get back on their good side. On one end of my trade route, they love me. Green station and security forces, but the fed end is all, "Finish your business quickly, outsider."
Just keep trading I know for a fact that it helps and doesn't hinder its the slowest but the safest way to go about it. It's how I got my last rank up mission.
