Feedback on POIs

The POI and USS system is a good one. it still feels a bit off and artificial but its getting there.
However a big issue I have with them is how gamey it can feel sometimes.

When you find a small outpost , it will just have random containers littered around the place? why? there is no in universe reason for it to be that way.
And so , it takes me out of the game.

Its not that finding cargo should not happen , finding cargo is cool. but the reasons as to why you find it should make logical sense.

In the cases of smaller buildings have cargo be placed under hanger like buildings or in a container that needs to be blown up first.

Just anything to make it feel more alive and real.

Something I feel is an issue with elite is ''gameplay for the sake of gameplay'' like how the game spawns skimmers on 90% of POIs that are wanted at all times. (most of the time there own faction has set them to wanted)
Or how like mentioned above cargo just being there with no logical reason.

Or how on black box mission if you fail to pick up the black box (like it blows up or something) you can just force another one to spawn...

I am still waiting for dynamic USS's, where you always feel like you have jumped in on the middle of a scene in progress-so Weapons Fire USS's where combat is already underway, & where NPC ships can jump in or out at any time, Degraded & Enhanced Emission USS's where lawful & unlawful NPC's are already engaged in salvage operations, & Convoy USS's where it is patently obvious why these ships are currently in N-space.

As for PoI's, I agree with much of what you say (though I have never had Wanted Skimmers from the same faction as the mission giver). Cargo cannisters that fit in with the purpose of the Procedural Generated Facility would be great &-when it comes to scan missions-I would much more often like to see these facilities have decent defenses-especially if they belong to a rival faction.
