Feedback-proposal : Clan/Guild-like organization

Yeah, this is going to be one of those threads again of which there's three pages worth of in this sub-forum.

Both as feedback and suggestion, adding a capability to form and manage a player organization, separately from Private Groups the player-game mode.

Right now, the most we as players can do within the game are wing up and multicrew. That's an activity from two players up to 12, three commanders multicrewing four ships. They are temporary arrangements that disband as soon as someone wants out, or their network drops them off.

All community organisation outside those temporary joinings occurs outside the game, here in the Dangerous Groups subforum, or on third party platforms like Inara, group forums or Discord. Anything persistent and personalized must be there and not within nor accessible within the game. Forming, joining and administrating communities is time and energy spent away from the game in other words.

Implementing a basic system with these features:
1. A token formation cost (in-game credits) to prohibit spam from new accounts.
2. Membership management of accepting and removing, with this role being possible to grant to other members as well.
3. Character limited sticky messages available to organization members upon login/organization interface.
4. Capability and necessity to display organization name along other player data like CMDR name and ship name&ID.

I could see a system with above four functionalities serving at least these purposes:
Third-party tools becoming complementary, instead of compensating.
Player groups and organizations with verification of membership.
Foundation for future functionalities.
Built-in verification for Brett C's task of creating player minor factions.

P.S. TL;DR No feature bloat for this thread, just a basic system with clearly defined functions for basic needs and testing.
