Er... is a Felicia Winters Facebook Fan Page really needed? Aren't the forums and the reddit and the steam groups and the website and the wiki enough?

Actually no. Reddit is heavily trolled by opponents which makes that website useless. OPEN forum to opponents is just pure nonsense.
2.
3rd party websites which I have visited has usually admin who thinks he is the power and decides what to do. I can't even put to words how difficult it is to get these people to work for one goal when there are websites fighting each other.

Facebook is easy to find, easy to join in and has secure lock for those who are not winters side. It is the most simple solution to this situation until elite DEV will make power chat possible.

Opponent sides do have facebook sites which make them work better together. - so, yes I consider this as an option.

FD have actually already said that unique Power sub-forums are coming soon that will not be open to opponents. Even then though, there's nothing you can do to stop fifth columnists. You can't completely securely lock out all non-Winters people.
If you're going to be admin of Winters' page on Facebook though, won't you be just like all those other admin who do what they want?

Honestly? - If people can teamwork, they don't need an admin. Besides I have been admin before in many games. Admin or moderators job is just to make sure people who work there are not flaming others or trolling like crazy. We can surely go to new forum when it opens and close the winters site in facebook right that moment.
However, I hope that this closed website to powers will come soon, I am getting fed up with with lies made by opponent sides flaming on topics which are true.
And no. I do not want to be admin of facebook group, I truly wish that elite dev works out their powerplay fast enough so we don't need it.
