Fences

Pretty sure the concrete wall is stronger... because electricity does not in fact make a wall stronger, it simply gives dinosaurs a good reason to stop attacking...

I agree. I think electrified are more effective versions of each fence type .. then each fence type is inherently stronger than the last. I did some experimenting with double drawn fences yesterday (post).
I'll see if I can run a power line out there.

edit: Yes, it does look like concrete is harder to break than heavy electric. (Only a quick test though)
In some ways it would make sense I think, if it was the other way round, because heavy electric has more infrastructure cost (power plant) than concrete but from what I can see it is the way it is.

I think what others are doing for the very aggressive or testing to really try and get aggressive strong carnivores is to have the electric fence on the inside and then surrounded by a walled for double support. Haven't done it due to space, but when I start working on Nublar, I may try this with some modified hybrids as double protection. But I have noticed the concrete does seem to be stronger (could also be because I've got my comfort level high and they rarely test the fences since I've unlocked it), but as you said, the electric ones are kind of a pain to maintain...
