If you can afford it and can handle the decrease in the already awful jump range ... then yeah.

Why shield tank or amor tank when you can shield AND armor tank :)
 
It's always worth it, if you have the cash and can afford to travel slower. They use no power, and can be sold at full price if you respec.
 
I take Military Armour on my shield tank PvE FDL.
It's a life saver if anything odd should happen, like being rammed, or ramming something else.
Or if you take on that wing of 3 federal gunships, without checking there weapons first. Lol
I rarely dip in to my armour though, but then I do have 3 SCB, all linked to fire off at once :D
(Atleast in full PvE mkde, in mission mode I have 1 SCB, Disco Scanner and a fuel scoop)
 
The FDL has pretty terrible armor all around. You need all the help you can get if your shields get blasted down and the ships you are fighting happen to be fast. The Ferdie might sound like a muscle car but a Clipper will embarrass you every time.

So yes, take those Military grades. Without them the Ferdie's armor is made of tin foil.

I shield and armour tank in my FDL... if you can, why not? As for Military grade bulkheads... a definite yes... the difference in handling is miniscle, but the added tanking ability is huge (and if you have an FDL, you have little jump range anyway).
 
I tend not to bother, because you don't really want to fight npcs shieldless for long anyway, and your shields take forever to regen on a shield tank, and also once you do lose shields, you are probably out of scbs and ammo. There are occasions when an npc might do something unexpected, so far in the time I've owned my FDL, this has led to me dying just once.
