Fetch missions having no effect (Or does war block non-combat action in *all* systems?)

Hello, I have two factions in several systems at the moment. Both are in Civil War with eachother in one of those systems, lets call that one system X. I have been trying to boost influence for those factions in system Y and Z respectively while I wait for the war to end in X (there is a significant influence gap already). None of these systems are very well trafficed and I can be sure from the traffic reports there is no unusual activity. I've been rolling favorable mission boards heavy with fetch missions in both Y and Z and have been stacking them up to 20 at a time. However, both yesterday and today after the tick I have seen system Y remain stagnant in influence and an actual loss of influence in system Z.

So my question: Is there something buggy happening with the BGS regarding fetch missions right now? (I swear I've used them before to some effect.) Or, is the war playing a part here? It was my understanding that war blocks non-combat actions only in the system where the war takes place espescially since the system state reverts to "none" in all other systems where the respective factions are present. Is this not true? Does war block non-combat actions across all systems the faction(s) are present in?

Due to the favorable fetch filled mission boards I have not tested any other mission types in systems Y or Z, I will do so this time around. A follow-up question if war prohibits non-combat actions across all systems--what combat actions count then? Will any bounty or assassination or massacere of any target count? Will combat bonds from system X help system Y? Anyway, some insight into this would be appreciated!
