FFE Earth Like Worlds in E:D

It looks like a large number of Earth like worlds from Frontier/First Encounters are now classed as terraformed in Elite: Dangerous (e.g. Capitol in Achenar). Does anybody know if there is a specific reason for this? I'd guess that it's star forge not throwing up quite as many earth like planets now or is there broadening of the definition of terraforming to incorporate any degree of climate manipulation?

Certainly, in the case of Capitol, FFE was quite explicit that there were only two terraformed worlds of three habitable in Achenar.
