Final island (sandbox) already unlocked after the first island?

So I was playing the first island (got the second one unlocked, but didn't touched it yet).
And all of a sudden I got a message that the sandbox island is unlocked?

Is this a bug or did the devs change the conditions to unlock it?

sandbox mode allows you to play with only already known dinos and facilities, it makes sense that you can start playing sandbox once you have a few of them available.

But didn' all the reviewers said that you have to unlock all the other islands first?

No you unlock it with your first 4 Star island

I believe they did, yes, but they were wrong. I, too, have unlocked Nublar after 4-starring Matanceros, and I wanna say Frontier might've officially said that's how you do it at some point.
