Finally hit Elite in combat

bounty hunting: shoot lots of high-ranked (dangerous, elite) small ship targets, best found in compromised nav beacons.
Combat zones are also a good idea (try to shoot the small and high ranked targets here, too. eagle, cobra, viper);
size and bounty etc. doesnt matter
, only enemy rank in relation to your rank.After 0% grinding I have finally hit Elite in combat, only took 3 weeks and 6 days of play

If you don't already, PowerPlay..
go undermining and shoot lots of enemy ships..
you get to kill high ranking small ships and make mucho credits
