A very reliable spot is LTT 15574 high resource extraction site. I've ranked up myself three times there and four NPCs from harmless to Elite. The meta is to use an FDL engineered for speed with long-range weapons and sensors. Without engineering, a Vulture is as good as anything. Just help the police kill all the bad guys. Don't shoot at any ship that can carry a fighter until you've checked whether it has one, and if it has, then take out the fighter first. Don't use beam lasers, nor any weapons that require ammo.
Another quick way to do it is with a Krait fitted with AX weapons and a fighter to kill thargoid Scouts in threat 2,3, and 4 NHUSSs in the any system around Maia. No engineering is necessary for that, though obviously any will help.
