find n bounty hunters

Go to a Nav point (always located near the star of a system) and the NPC's that scan you and act like a fed (you are clean, on your way pilot type text) are bounty hunters.
Careful though you'll be committing crimes when attacking them unless in an anarchy zone and will have to pay off fines etc or be attacked by stations on arrival if wanted in that system

Pay attention to the faction the mission is from and who they want you to kill is as well, you may find that you are killing bounty hunters and they don't count, the issue is faction related. I've never found these missions to be kill any bounty hunter, trader, pirate etc. They are very specific in who they want dead, even if they don't actually specify.
However, again, not everyone with a K-Warrant Scanner may count since they may not be the correct faction.
Easier way: put some cargo in your hold, go find a USS, when it's a groups of ships (like 2 cobra's and a hauler), and they scan you ("This won't hurt a bit") and then ask you to dump your cargo or die. Those are bounty hunters. They will scan Clean to you, don't worry, as soon as they start shooting at you, then you kill them.
