Find systems without player factions?

Hey guys, I'm following the online process to apply for a player faction for my small squadron of 10 . I'm to the point where I need to specify three systems of choice. However, every system that I select is not available. Unless, I'm doing something wrong, (a distinct possibility), it looks like I need to find systems that are populated but do not yet have a player faction. Is there a way to search for such systems near a reference system? As in, I'd like for the faction to be in the general empire area around Cubeo. I've tried Eddb and Inara, but I haven't been able to specifically search to populated systems without player factions nearby... Is there a better way to find potential system locations for player factions?

I'm not sure that any of the online database frontends have a query for that. If you're up to it though, you can follow the links in EDDB and download the actual backend data. You could stuff that into a database or spreadsheet and query for systems around Cubeo without a PMF already in them.
 
I visit inara.cz and go to Galaxy > Systems And Stations and type in the name. Lists all minor factions. You can usually see immediately what are native, usually by the name. Other named minor factions you just click the name and it shows latest information where they are based. Additionally Galaxy > Minor Factions, has a list of all player minor factions and NPC minor factions. Going on Discord to the EDBGS Discord enables you to visit the Commands bot. There it enables anyone to calculate the cubed space a minor faction or player minor faction may expand to, within 80LY cubed. My player minor faction already operates over 46LY expansions and is present in 55 star systems, where we control 42 of those systems and by Treaty with other player minor factions, we can control a further 6 and not make any attempt to control the final 7 systems, as other player minor factions got there first.
 
Additionally, you have to check Powerplay and ensure you are inserting a minor faction that is positive to the Power and not an opponent. Some already have them set up and won't want to be replaced. When we expand, we check Power and also who is there first. We are an Independent Theocracy. Small in number but a load of goodwill among other much larger player groups.
 
As an extra to the above, find your central system in Inara then work down the list of 'Nearest inhabited systems' on the right hand side, checking for player factions.
 
Yes, I noted that the table on the right side shows a nearby system with only a single faction. That's perhaps not useful in terms of a potential site (it's a prison colony), however maybe that could be used to narrow down the possibilities.
Please let us know if you find a solution.

Edit: I neglected to think of a wrinkle here- that is to distinguish from a system with some factions vs one with player factions. Perhaps this is more manual a search than... I-don't-know-what, I'm afraid.
