I have flown to many systems including my home system and have not found any Restore/Restart (SUPPORT) missions? Anyone else seeing this?

Yep, they changed it so factions wouldn't try to repair other faction's sites. Far fewer now.
In areas with criminal (anarchy) MF there are regularly offered restoration missions. I did one yesterday (also for testing purposes) and it worked smoothly.
