Has anything changed since Gamma for finding targets? Are we still supposed to just randomly check the three systems listed in the mission and hope to see our targets while randomly scanning ships? Is it really that dull and boring?
As far as I can tell - Mission targets always come from checking USS.
Sometimes it's the first, sometimes the 3rd, worst case (that I've seen) it's the 5th. Everything inbetween will be the standard Scenarios, so don't stop going into USS because you think you'd be doing something wrong.
The USS script always checks if you are on a Mission and yields a variable chance of giving you a Scenario based on one of your Missions you currently have in your Transaction list.
(you can try that for example with any typical Resupply Run mission, just check it out - but beware One-Way missions with cargo already onboard seem to be bugged - I'd avoid ever going into an USS when having one-way delivery Cargo onboard right now; I've read it's ticketed so it might be fixed in V1.04)
I've had a Kill Mission Target Hyperjump away during the Fight (and I didn't have a Wake Scanner with me). Upon entering SuperCruise and going into the very next USS again - it was right back again (in fully restored shape of course).
The best and quickest way to get USS to appear really seems the "slow & lazy" Method :
Run at min. speed 30km/sec in SuperCruise and just check your Nav Panel for them popping up ~400km anywhere ahead of you (so you don't miss one that's i.e. below your Cockpit) - you can safe-disengage right into them.

Aside from contraband, missions, and NPC pirates, groups of haulers... what do you come across at USS'?
I have never come across anything when stopping at a USS. I stopped trying in Gamma. Tried again tonight with 4 BH missions and I am at my 5th USS with nothing to show at all. Pretty broken, boring and stupid game mechanic so far.
Pretty sure you're full of it. I find stuff at USS all the time.
You'll of course only get to see that one if you accepted that Mission and are visiting USS'es inside one of the Target Systems.
When I jumped into the Target System with this Kill-Mission active, it was already the very first USS I entered. But as stated, this can randomly differ quite a bit. But it never took me longer than a few USS'es to see my Mission Targets appear (so when you see i.e. 31 hours Mission time limit and go "OMG this will take forever to find" - it won't take hours to find it. It's rather Minutes and the Game is pretty friendly on the Player concerning that).
PS.
After seeing what I saw - I don't think a Cobra would stand much of a chance. You could be lucky if you're competely pimped (everything A Level gear, including Reactive Alloys) - and massive weapons for quickest possible kill.
Could be worth seeing what an all dumbfire Missile Salvo from all ports does - sustained maximum firepower, consuming relatively low Power - delivered repeatedly from close Range seems useful with those big targets.
In any way - if you see things going downhill fast or your Equipment isn't effective on that Target - no shame to run from this one.
The good thing is, you actually have plenty of time to i.e. bug-out, return, repair, reconfigure equipment and try as often as you like - either you kill the Anaconda, you die, or you realize it's just too big and simply abandon the Mission.
With these long-running Missions, you have all these Options and it's a very good Idea to use them.
I really started to love those dumbfire Missile racks. Ammo is at least cheaper than the guided ones, no countermeasures can stop a wall of 4 (or even 6) Missiles at once... and oh boy, they (even Class 1) do make some serious damage in a very short time 0.o
But still, I reserve those for big encounters and carry 4x Class 1B. The typical NPC Pirates are being dealt 2x 2B Gimbal Beam Lasers, which is sufficient.
Do you play in solo, group or open? I am beginning to wonder if the USS are broken for me in Solo mode then. As for being full of it, why would I bother to even ask if I wasn't seeing the problem occur?

It is amusing to hear that a pimped out Cobra might not be able to handle these missions (I agree given the last random Anaconda I attacked put me down 4% hull in a minute), yet all these '84ers keep claiming they are killing Anacondas left and right and the game is to easy. Are they soloing these missions or in group play or somehow getting System Cops to do all the damage and then tapping the target in the last 10 secs?
