Basically you need to collect a total of 10 Culinary Recipes or Cocktail recipes, go to Colonia region (in the middle of the galaxy, 20k LY from Sol) and sell them there.
You can use my guide (in sig) for collecting those. Use the routine I do for Opinion Polls.

One important thing if you're a new player - there are two main human regions: the Bubble (around Sol, where you start) and the Colonia region (next to the centre of the galaxy).
You can get all modifications in both the Colonia and the Bubble. However, Colonia engineers are easier to unlock. If you need some modification that Rosa has, you can find an engineer in the Bubble that has the same, although it's probably harder to get access to the guy. Up to you whether you'd rather stay in Bubble and work harder to unlock the engineer or travel to Colonia and have it easier there.

If you have trouble finding them, I can give you some cocktail and/or culinary recipies. I have around 20 combined on my carrier. I am not in game today, but will be tomorrow from around 17:00 game time. Shoot me a PM for details if needed.

As for the routing, the route plotter still cannot plot more than 20k ly, if I'm not mistaken.

Personally, I have not bothered with the Colonia engineers, as you cannot pin on-foot blueprints, and I never go there.

Good point, you can also trade them with other players - you can look up inara.cz to find carriers that sell those.
Click "Find trade offer" :)
Take note that old offers may be out of date.

I thought it was much less, like 5kLY

Ditto

I recently unlocked the guardian fsd booster module and bought a Krait Phantom and engineered it so it can jump 62 lightyears and was thinking of going to Colonia and explore on the way. I thought maybe I could find some unexplored systems or planets and do a first discovery. I knew about the engineer that wanted cocktail and cullinary recipes and thought maybe do that on the way. Now that I know you cannot pin the blueprints that perhaps changes it.

I have 88 and can't get rid of the things. I just keep finding them and cannot resist.

I, too, cannot stop picking certain stuff. My weakness are vehicle, building and ship schematics. WHAT IF WE NEED THEM IN THE FUTURE??? Also, that's the law: You never find what you need, once you don't need something, you'll find loads of it.

I was the same until I capped my storage on every possible component type, at which point I had to begin restraining myself. Assets are easy to cope with, you just trade everything within the category to Microelectrodes / Graphite / Weapon Components and trade back where needed. With goods and data you have to sell, but I find it so cumbersome to go over the list on inara to figure out which goods/data I need and which I don't and in what numbers, I just stop picking up what isnt useful.

We live in hope that they will be useful.

Thanks to Commander Helmut I got the cocktail and culinary recipes. Now I found that its more than 100 jumps with the neutron star plotter. Can anyone give me advice on how to jump with neutron stars? I watched a youtube but its not entirely clear how to avoid to fall into the star.

I found that if I don't have supercruise assist my ship thrusts into a star after a jump. Maybe better equip supercruise assist? Also, I have some scanners aboard under wich a xeno scanner and a manifest scanner. I don't know what they are for. What are they for?

Xeno scanners to be used against aliens/artefacts. 👾
Manifest scanner = if you are scanned every CMDR will assume that you are a pirate. ☠️
