Finding minor factions on the map

Am I missing something or how can I find minor factions with the map? I know about the system view telling you what factions there are in certain system but that seems very tedious way to look for certain factions you want to work for.
And also what rank do you need in empire to get access to achenar(capital) and facece(fleet HQ)

I've been struggling with this, too. I killed a random pirate and got a 13k bounty claim for it with Blue Legal Services. Thing is, they aren't a faction in the system where I killed the pirate. I checked a reasonable number of nearby system to no avail. I tried searching system names thinking it might be tied to that, but the only system with "Blue" in the name was in a nebula across the galaxy.

No clue how to find minor factions.

have you checked each station faction? they are not all controlled by the main system faction you may find that the faction you need is at another station in system.....hope this helps

^This^. Check the system map and not the galaxy map. Check each station and outpost in the system and you'll find the faction that issued the bounty.
