Finding the right stuff.

Firstly a quick Q. The new mission structure includes a lot of missions the involve shifting innocuous stuff to another star port but has a fine attached. What's the fine for? Does it affect your reputation? Now, main part- I have just bought a Type 9 and am using my Type 7 to make the money to upgrade it as it just isn't survivable 'out of the box. It's not until I bought it that I could take it to the outfitting bay and see (a) what's available and (b) how much it costs. It's obvious that it's going to cost about twice the purchase price of the ship to get it right. Why can't we see what's on offer for ships other that the one we're currently in? I could then window-shop for high quality upgrades for the 9 in my Cobra without having to drag this vulnerable behemoth across umpteen potentially hostile star systems searching for stuff. Which leads me to another point...does no one advertise their stuff? Surely star ports with tasty upgrades would want to sell them. They could use the Gal-Net for this, or the good old sub-ether wave band.Why the secrecy? I can get A7 thrusters (55mC and change) but does any type 9 owner know where there is a reactor to match, or better? Any help in tracking down some decent stuff would be very helpful.
 
To answer your first question - the fine is for non-completion of the mission. There needs to be a consequence otherwise you could just take loads of "carry" missions, abandon them, and then sell the goods which are still in your hold (they get marked as stolen, but you can still sell them at a black market, or use them to complete missions which require stolen goods). This fine makes that decision have financial consequences, without it there would be none. Failing the mission, either deliberately or by the timer running out will affect your reputation with whichever faction gave you the mission.
 
To answer, in part at least, your second question, there are two 3rd party programs that will help you outfit any ship. The first is edshipyard.com but I personally think the new one, coriolis.io is far better and easier to use. They won't help you find the right modules but they will tell you the price, and all the other goodies that you can install on your ship.

Thanks for that CMDR Bariel. Mystery solved. I've been playing since 2014 and have only failed to fulfill 3 contracts for reasons beyond my control. I try to be an honourable person.

The worst part I found when I first got my T9, there wasn't an option to upgrade the FSD by enough to get it to a system where it could be reasonably upgraded. I ended up sticking as much D class on it as I could, chucking out other stuff I know I would need to buy back, then jumped to the next system in the hopes of getting the right next upgrade. It was a crazy mistake to buy it at the first station I found it available at. I think that problem has been addressed now.
