Fined for picking up canisters

Happened Twice.

-Got pulled out of shift. Killed the pirate with a bounty. He dropped a canister. I picked it up and got a fine.
-Loose canisters around a station after some sort of a fight, which I was NOT involved in. Picked it up and got a fine.

is that a bug
 
If you didn't buy it it's stolen. If someone else ramraids a store, and you pop by later to take a tv it is also theft. Same thing :). It looks like we will be May be able to buy salvage rights at some point though
 
No, it's not a bug, any cargo you collect in space is regarded as stolen, so you need to get in and sell it quick on the black market without being scanned.

I must say, it would be better if some of it was not marked as stolen, it seems wrong to me that you can't occasionally find some unclaimed/unregistered/abandoned otherwise un-owned cargo that doesn't immediately lead to a crime being committed by scooping it.
 
Yep, seems like looting is discouraged. Also, a game where you mainly fight to kill and loot shouldn't fine you for doing just that.
But another question, is If I am in deep space with no one around, than how would they know. If they scanned me than that is reasonable but otherwise I don't get it.
 
But you don't fight to kill and loot, this isn't wow :p. The only reason it dropped any cargo at all was most likely because they jettisoned it before blowing up. If you blow the ship up with cargo on board, you get nothing (except the bounty if they had one).

The canisters are matched to the ship that bought them. So it will be marked as stolen no matter what.

Are you sure about that? Because if they were matched to the ship they shouldn't become stolen if you eject your own canisters then pick them up again.

What if I want to trade it or have no need for it.
Also, this may not be wow, but you do shoot to kill and the main focus of this game is dogfighting. What is the point of shooting other ships if not for extorting cargo or hacking doors to jettison the cargo.
Yes there is bounty, but that is no fun. Even if cargo is stolen, I should only be fined if I am caught by security. Otherwise my cargo.

A) the main focus is definitely NOT dogfighting :)

B) while security forces will fine you if they find stolen goods, shady characters will buy them from you in the black market... Pirate bases would be thief friendly too

A) What is the main focus? (I don't see space station building like in X series, I don't see ability to purchase Mammoth haulers or ability to build a hauling fleet to build a trading empire and control from the comfort of your seat. I don't see a huge verity of space stations or dedicated manufacturing station for each product in game to call this just a galaxy sim full of life and you just do what ever) The main focus is defiantly dogfighting.

Dogfights CAN be a focus of the game. I could easily get by w/o ever opening fire on another...that wouldn't be as fun for me but I know many people make this game about trading, mining or exploring. You will find others who make the focus of the game in the realm of roleplay. It is all in what you make of it...that makes ED great!

That fine sounds like a bug to me...or there was a system authority nearby that scanned you when you weren't paying attention. Immediate fines should only appear when you fire on a CLEAN vessel, open fire in a No Fire Zone, drop cargo in or near a station or any of the various station related fines.

I sincerely hope this is true, because it seems to me picking up loose floating cargo somewhere (those old gold farming spots anyone?) should be a little harder to automatically tag as stolen. That's just a personal opinion... I think perhaps a salvage license or something like that has some potential to be useful, so long as they aren't something that last forever or something.
