Fines and Oddities (Yay, more salt! Or maybe this is more Paprika?)

So, second thread on this, totally different scenario.

Reckless flying. Clipped a ship flying through slot (My fault) and fined 150cr. No problem, I'll just pay it.
Wait, I can't, because I only have anonymous access at the station due to the fine.

So, jump to another system with an Interstellar Factor, and immediately get interdicted with an "I'm coming for you!" message.
Wait what? I have no bounty and no cargo, I checked right after I evaded it in case my fine changed into one on jump or some oddness. (It didn't, still just 150cr fine).

End of the day it's no issue, fine paid. But seriously Frontier let us pay fines at the issuing factions stations. It makes no sense to have to travel to another system to pay a 150cr fine. The real world equivalency is I don't travel to Russia to pay a speeding ticket I got in Sweden.

(It DOES make sense for bounties however, logically if I'm wanted I'll need a 3rd party arbitrator).

Err, I thought you can with anonymous access still access Contacts and pay off fines? I will admit I haven't done this since 3.0.5 dropped, bt I have incurred such a fine and paid it off at the local star port?

Yes, you can, I did this several times this morning. Not quite sure why the OP couldn't.

The other day I was on a scrounge planetside and forgot about the huge NFZ now - so got a 100Cr fine for shooting a rock. On return to the settlement I couldn't pay the fine and in a station in the system - can't pay the fine. I had to go to an interstellar spiv shop to pay it off.

I put it down to the fine being from when in my SRV so that can't access station services.

The only thing you can do, under the Anonymous Protocol, is gas up and pay your fine. Once the fine is payed, everything open up again.

Hm, that makes the most sense...so maybe just a bug rather than a game design issue.
I suppose I can bump an NPC again on my next visit too to test.
