Fines - making life difficult.

OK - I read everything You can pay fines at. . . etc etc. BUT - I've flown to the system controlled by the faction - no way to pay. Can't ever see the interstellar factor contact at any location. I'm trying to get the pony off my back because I'm lousy at combat and dont want a bounty - What am I doing wrong?
 
Screenshots or a better description might help.
First of all: there's a difference between fines and bounties. Which one are we talking about?
Second: IFs are only on low security systems and Anarchies. The latter are pretty rare. And especially if you're flying a large ship, you'll have to look around a bit (or check in Inara or EDDB)
Third: just because the System is controlled by the faction doesn't mean the station you docked at is controlled by them. You should see (at least for bounties, not sure about fines) your access set to "limited access", which means youcan pretty much only access the official station representative to pay your dues. Read the small print - if you have bounties and pay them off at the station, you'll end up in prison.

Oh - and if you gained these fines(?) in Oddity on foot, the above doesn't work. Just don't ask me what does work...

Seems to work pretty much as you described - the only difference that I have noted in Odyssey is that bounties don't show at the IF unless you are far enough away from the issuing faction that you can pay them off. I usually take a taxi to a system 50ly or so away from where I received the bounty to make sure that I am far enough away from any stations occupied by them. I think you have to be at least 20ly away from any station, I just find it quicker to go 50 and have done with it.
