So let me get this right, to pay a fine I have to go to Interstellar Factors? No other thing I can do?

To pay a BOUNTY you have to go to an interstellar factor with the hot ship while your notoriety is zero.

To pay a FINE you can pay it at a station in a system where the faction that issued the fine is located. You can also use the interstellar factor. You still need to be in the ship in which you committed the offense. I am not sure how notoriety affects paying fines, it might need to be zero.

Yes, it does. Because the ships usually getting bounties are the ones that are the slowest. Instead of paying it off at your homebase, you can't even switch to a quicker ship to visit the interstellar faction, you have to do it in a tortoise.

Just another time sink for bounty hunters.
