Engineers Finished FSD range Engineers level 1, now level 2 is locked icon. WHY?

Title says it all. I turned in my 2 wake echoes, 2 chemical processors, etc etc to what's her face that does FSD and thrusters - Farseer.

I now see that there is a lock symbol next to the next FSD upgrade (the second one). Why? Is that just cause I don't have the mats or? Wish there was a way to see WHY things were locked.

You have to increase your rep with her to unlock higher upgrades. You can see the progress bar on the engineers screen. 3 updates of the current level should get you to the next. You can also sell exploration data to Farseer.
