Instead of having X amount of FireGroups that are present regardless of Hud Mode you are on.
Have them either be a Combat Fire Group, or an Analysis Fire Group. By default you'd have one of each, and the game would automatically switch firegroup when you switch hud mode.
What you put in them is still up to you, they can contain identical modules if you wish. But then you can have setups like two combat fire groups and one analysis mode or vice-versa.
Example:
C1 | C2 | A1
or
C1 | A1 | A2
Instead of just:
1 | 2 | 3
regardless of mode
You could have a category type of "Both" too, which would mimic how it currently is:
B1 | B2 | B3
