First black ops mission. Any tips on how to find the guy?

Briefing says kill gen. Mansfield. Will his name show up if I scan him? Where is the little blighter?
how will I know him?

The last know system he was in is shown in the mission description. Just go there and start jumping into USSs until you find him.
