First discovered by - requisites

Do I need the Detailed Surface Scanner to be considered the first one to discover a celestial body? Or is it enough to just scan it, even without the DSS?
 
It's enough to scan it just by targeting it until you see the name of it change from unexplored. You won't know if you are the first to scan it until you sell it and get the credit for being first as known bodies can still be unknown to you and you can still get money for them.

I think you are asking;
1.Does a discovery scanner scan count,
or
2.Do you need to use a detailed surface scanner as well?
 
You don't need the detailed surface scanner, but you do need to individually scan the body (fly close enough to it & point your ship at it until the spinner stops).

You will know sometimes. I've been to systems with a dicovered by CMDR some else. Of course if you and someone else scan it on the same trip its first back to report it that gets the honours.
