When I scan a system first but someone else turns in the data first, will i get first discovery credit when I turn my data in after they do? Someone is telling me that first discovery tag has changed so that even if someone turns in the data before you, but because you scanned first you get the first discovery tag.

Only first footfall is immediatly tagged
so if I scan an elw, then a second guy does and turns it in before I do I'm screwed out of first discovery credit and tag?

Both first discovery and first mapping work that way. There's no monetary value attached to first footfall as far as I know but you can't get that on ELW anyway...well at the moment!
thats inara function. if you arent familiar with the site i higly recommend to do that as its one of the best tools for playing elite.
when you register and upload your cmdr you can then (in commander>settings>misc) set up such image yourself. then you visit your forum profile and add it as a signature.
