I've been playing Elite for a long time and for the first time I was offered a data delivery mission that paid with only materials and commodities. No credits at all. Is this a bug or have I just never noticed missions like these?

Not sure, but I've seen them for awhile. Generally avoid them, unless I need the mats, the commodities are irritating, and general get dumped in space or sold at the first opportunity.

They have been around for awhile and at first i avoided them but i accidentally accepted a courier one and they gave me 100,000CR bonus for getting to the drop-off early,which was almost 10x more than the standard deliveries where paying. Ever since i always take them and usually get great payouts. o7
