Hi everyone!
I found a way to fix micro stuttering for my particular case and i'd like to share it with the community in case anyone have similiar problem.
Here is how to:
1. Install Msi Afterburner or Dxtory.
2. Set the desired number you'd like to limit your fps at in either programs (you can modify these numbers anytime, doesn't matter if the game is running or not).
3. Launch Game.
4. Turn off "Vertycal Sync" and "Frame Rate Limit" ingame in the options->graphics->display.
5. Enjoy!
I USUALLY HAVE TO TURN THESE SETTINGS ON AND THEN OFF AND WAIT A COUPLE OF SECONDS IN ORDER TO MAKE THEM WORK AND GET RID OF THE STUTTER.
Turning off those 2 options or just using vertical sync can possibly remove stuttering too.
It seems that the problem comes from the "Frame Rate Limit" function (ingame).
The funny thing i noticed after turning the ingame frame limiters on then off i can turn them back on without stuttering and the stutter usually won't return after closing dxtory and / or restarting the game.
Warning!!!
CLOSING MSI AFTERBURNER WHILE THE GAME IS STILL RUNNING WILL CAUSE ELITE DANGEROUS TO CRASH TO DESKTOP!!!

But it won't happen with dxtory.
I tested this method with both programs and it worked for me.
The values i used were 60 and 30 in both case the micro stutter disappeared.
I usualy use 30 because i get dizzy at 60 and sometimes it comes with a headache.
I don't think setting the number to 45 or to whatever amount will get any different results.
I also used the unparking cores regedit "fix"(which in my case were useless).
I'D LIKE TO MENTION THAT TURNING ON "VERTICAL SYNC" FIXED THE STUTTERING ON MY RECORDED / STREAMED GAMEPLAY VIDEOS at 30 fps (my system bottlenecks 60 fps recording).
I seen no stuttering in game while playing but after finishing recording / streaming the video i found out that it had stuttering so if you have this problem turn vertical sync on.
My mediocre setup:
60hz 24" lcd monitor
I5 2500
16 Gb ddr3
GTX 660 ti oc 3gb
2TB sata2 HD
Win7 64
Latest Nvidia WHQL Driver - 347.52

Other stuff which mentioned before on various places on the web but i'd like to put it here might someone will find it useful...
If there is anyone else who play the game with keyboard and mouse and would like to use CTRL+f for something go to:
c:\users\"YOUR USER NAME"\appdata\local\frontier developments\elite dangerous\options\bindings\Custom.binds
and edit the file (the fps counter will still pop up everytime when hitting ctrl+f).
Don't forget to keep a backup if something go wrong.
