Fix the freeloading NPC pilots!

I think NPC pilots should be re-structured to be similar to stored modules:
* When inactive, they take no profits. (They didn't contribute, they don't get paid)
* Crew stays local to the same system/station they were left in. If you travel without them, expect to have to pay their fare and wait some time for them to get to you just like a module transfer.
* Higher ranked pilots demand higher class accommodations when travelling to join you. Cost more to ship them to your location.
 
I think the first one is a good idea, although my pilot definetly should pay for his own ticket to join me. I mean come on he has like 80 million credits now, how expensive can a ticket on the nearest orca be?
