Went to the "new" get power back online for settlements in the war effort, picked about 6 missions. Everywhere I went the power was already on, full of guards, restricted areas and alarms. How can I engane in intended gameplay when the whole ing system is busted? Can't you guys make something that works properly? Put some effort in the details, into making sure it is actually playable.

It's a known and much reported issue sadly that the power restore missions can send you to settlements that are already powered up. There's a longer thread on it here.

Settlement Restart Missions

Settlement Restart Missions require you to find Power Regulators for the reactors. Well I did four (4) restart missions and you folks are really good at hiding the Power Regulators, because I couldn't find any of them. So, I ended up using some I already had in stock. If this is working as...

What you need to do is check before accepting such missions, you want settlements that are marked with the black/grey cross symbol as abandoned. The best thing to do is check around a bit and find a system marked as being in post Thargoid recovery state which has an active starport where you can get the missions but where most if not all the Odyssey settlements are abandoned. Once you find such a system you can pretty much take all such missions with confidence.
