Fleet Carrier behaviour changed

I don't know who was on during our no-maintenance day today, but curious thing are happening, previously Fleet Carrier jumps always reported complete, that was true before the no-maintenance day, after the no-maintenance day I was charged upkeep and weekly ARX reset to 0, but now FC's no longer seem to be sending jump complete messages, anyone else noticed this?
