Fleet Carrier jump delayed

So I was moving the carrier as you do and logged out.

When I logged in the next day I found a message from the crew. Specifically the deck officer

The jump had been delayed due to a problem with the telemetry. They would try again shortly.

So is this a bug, or is it an actual game mechanic? Does it mean the jump crew have skill levels?
Should I fire the deck officer and replace him with someone more reliable?
 
Think this is a "not infrequent" bug. Has happened a couple of times to me.

I think i've seen it explained as something to do with the server tick or connection error.

You,ve failed me once too often commander. You won,t fail me again. Commander chokes to death!

Seems a shame that it's a bug. It would have been cool if it had been an actual mechanic. In FE2 you could mis-jump. If you were desperate
you force a mis-jump.

As to the crew member himself, much as I might like to kill him I think he's a Federal citizen. People might notice. If he was an Imperial slave it
would be another matter of course.
