Is there something I need to do to be able to choose to buy a Scorpion SRV from my FC? I can pick the Scarab no problems.

I thought it can be bought only from Military ports

You can buy a load of them and stick them in storage. That's what I did, filled a T6 with size 2 vehicle hangers and then stored them all at my home station.

I also bought several Size4 Srv Hangars and fitted them with 1 Scarab and 1 Scorp, then i put them in storage
