Depends if the carriers have defences. If they don't then it would be a niche for squadrons to patrol maybe.

I doubt it, your ships should be parked inside the carrier, just like when you dock at a space station/planetary base. I can't see Frontier permitting people to have multiple ships just floating about in space, for that would be a griefer-magnet indeed.

I have a strong suspicion that carriers will only appear to wing mates, squadron people etc so its on you if the naughty person does something.
