Fleet carriers - income from trading/outfitting?

As I understand the announcement, a FC will require maintenance expenditure.

What would be neat (IMHO) is for a percentage of the transactions to be credited to the ship - a visitor docks, refuels & repairs, the FC gets a cut of the takings.

Same for sales/purchases/outfitting.

Alternatively, docking fee is a quantity of fuel...

It would encourage the owner to make the station available to all players which should improve the gameplay.
Consider a FC around the arm of the galaxy open for mining!
 
I'm expecting the base building, if it ever happens, to be like this. Maybe the carriers will also be integrated to those mechanics if/when they get added to the game with that expansion.
 
I would like to see a fully customizable outfitting system. I think a carrier owner should be able to unlock any ship, armor, weapon, module (even PP modules if buyer meets reqs) by paying the cost of that item to unlock it. Once it is unlocked, it would show up in that carrier's outfitting section and CMDRs who dock there can buy it. The owner of the carrier would get a small percentage gratuity for any ship or module sales made at the carrier.

This would add whole new layers to gameplay. Is there a system somewhere with poor outfitting? Camp your carrier there and let the CMDRs get what they need from your carrier. CMDRs who select their offerings and park locations carefully will have the reward of a solid income stream.

This would be balanced by a couple factors. Firstly, it's hugely expensive to buy one of every ship and A-rate it, billions of credits. Most carrier owners would have to carefully choose what to unlock because of the unlock cost. Secondly, the passive income stream of parking and selling stuff would be balanced by the inability to have the carrier mobile for other gameplay purposes.

This idea puts a lot of choices and their pros and cons into carrier owners' hands.
