Fleshing out PP Mechanics No.1 - Archon Delaine

I want to talk about PP factions and how we can make them BETTER and FUN in PP, and most importantly - DIFFERENT from each other.

By taking the "simple" route and made all faction mechanics virtually identical including how they operate Frontier Development have unfortunately removed the very soul and philosophy behind the factions.

Take Archon Delaine, the self made pirate warlord who rules over his merry band of nomadic pirates.

While pirates enjoy influence over local markets like anyone else in order to function like a criminal organisation like the mob why does he care about having a fixed HQ? Why do we try to take over territory to spreada influence REGARDLESS of territory taken? After all, being in ONE spot as a criminal makes him an easier target, he is not a president, CEO or Monarch, he is a PIRATE.

Pirates like to stay UNDER the radar and not all out war so why should they CONTROL systems and impose their "political" will on major faction systems? Especially since LAW ENFORCEMENT still function in those systems (albeit at a lowered efficiency).

Would it not have been better to exploit the very pirate character theme of the faction and have Archon Delain focusing on taking over other criminal organisations to further his criminal empire and widen his power base.

His goal would be more logical to focus on control of Anarchy pirate heavens and control them and not every law abiding system as well.

If anything his greatest strength would not be the CONTROL of a system but rather EXPLOITATION of a system, because that is what criminals DO.
.
His fortification mechanics should not be from "A" HQ since he is nomadic in nature so all Anarchy systems he control can ferry/smuggle supplies to each other.
.
This makes Archoin Delaine weaker in TERRITORY but more flexible in fortification of those systems he DOES own and can truly be a "terror of the spacelanes" by having a HEAVY bonus on the exploitation of neighbouring systems.

Also, staying under the radar also means that it should never be APPARENT on the galaxy map that this guy even controls something and should require investigation into such a system.

-Can only control Anarchy OR Independent systems
-Independent systems become Anarchy systems during Control and revert to independent when lost
-Controlled systems all have black markets with +25% revenue
-Security is ZERO for unaligned factions but 100% for Archon Delaines faction
-Faction members can BUY from the black market at 150% of market prices*
-Faction members classify as WANTED by all systems outside their sphere of influence (Controlled and Exploited)*

-Exploited systems gives +25% black market reveue
-Exploited systems gains black markets
-Exploited systems security is -50%
-Exploited systems narcotic & weapons consumption/production increased
-Exploited systems only need 50% preparation due to them wanting to be free from the criminals opressing them ( a pp faction might get an idea that SOMEONE is doing something close by but cannot be sure from WHERE)

Whenever an opposing faction "prepares" a system controlled by Archon Delaine they get a notification after a week that it IS controlled, the system is now INVESTIGATED and visible on the galaxy map.

Now the player needs ANOTHER week to actually PREPARE the system for cleanup of pirate presence as per the regular PP rules. So removing a pirate infested system takes TWICE as long due to their secretive nature.

*EDIT: Archon Delaine is a criminal warlord, yet no law enforcement are constantly checking up on these people? I think they really should, and would also cement that pirate connection. Pirates also control black markets and can OBTAIN what they need.
All members of this faction are now WANTED (no bounty) and can purchase from black markets.

Truly wonderful ideas.
For a pirate character this makes more sense.
It might even seduce me into trying the pirate life, because it feels much more unique and in style with such a character.

I also feel Delayne's home base should be in an asteroid in some anarchy system.
 
Good post, we definitely need more differentiation between powers. Right now it's all so 'same same', no variety to the gameplay or the feel of it.
