Flight-assist-off option on PS4?

You can turn it off, yes. I forget the default input to do so though. You'd have to check your controls.
Playing strictly fa-off, I can't comment. I only use it for turning and boosting. I imagine it's possible but quite a bit harder.
Toggle Flight Assist:
Hold Triangle, press R1.
In sum, Triangle plus R1. (in standard controls, of course)
Edit: it's quite possible to use it with a DS4 controller. You'll be easily using if for short periods while aligning to mail slots, dodging asteroids and chasing scum, after a bit of time. As for the long haul (playing strictly FA-off), I'm Kilo Lys away from that yet, but you'll probably need to customize your controller inputs, such as the XONE guys have been doing for quite some time. Like, throttle in the bumpers, Yaw on alternate input, Pitch and Roll in the right analog, Vertical thrusters in the left analog.

How does FA off and the back on again work on the HOTAS? Will the throttle setting return to where you have the physical throttle set? On DS4, if you're 50% throttle in forward direction, FA-off, flip around, and then FA-on again, the throttle is now set in reverse. I understand why I'm drifting backwards with FA-off, but I'd like the throttle to remember where it was before I turned FA-off and turn to that setting when I toggle FA back on. Currently it does not

I have my throttle set to be zero in the middle at the notch.
Setting throttle in the blue zone to 102, I can hold FA off and the throttle increases to 212. When I let go, it returns to 102.
