Flood Markets with Low Value Goods: How, when the markets don't accept any low value goods??

The power play codex says I should be able to influence acquisition (conflict) systems by flooding their markets with low value goods. However, the markets don't accept a single thing valued at less than 500 credits. What am I supposed to do here? (Yes, I am sure the system is an acquisition system and is in conflict.)

Is this yet another feature that seems like a good idea but just doesn't work?

You can use goods that the market itself sells - Hydrogen Fuel is generally reliable for this, or you can even use Limpets via the Advanced Maintenance screen.

I tried this just now. Hydrogen fuel did indeed appear in the "sell to market" screen after I bought some, but selling several hundred units back to the same station didn't yield any merits. I didn't see any indication that it did anything at all. (System control scores aren't updated very often, so I can't be sure whether any control points were awarded.) Am I missing something?
 
I've found that biowaste also works well. About 720 tons of biowaste to a station trying to get rid of it will yield about 850 merits. It's also entertaining because you're overloading your enemies with raw sewage. Just don't try this trick with agricultural stations, they'll just thank you and use the poop to grow space potatoes or something.
